First, you need to find 2-3 blogs in your niche that are of same size as of your blog. Now, enter the blog's URL in the search box at top and click explore. On results page, click "Inlinks". This will give you list of all pages in Yahoo's index that link to given blog. Just surf a bit and you will find many related blogs. This way, you can expand list of related blogs and promote your blog by leaving comments or writing Guest posts and leaving your resource links.
One major disadvantage of this method is that the pages with "NoFollow" links are also shown. This means that you will get many blog URL's where blog owners have commented. Also, since many non relevant blogs may also link back, you will have to surf a bit before you find right blogs.
If you want to know which blogs comments are dofollow or not nofollow. You can get the SearchStatus add-on for Firefox. You can then right click it in your browsers status bar and click on "Highlight NoFollow Links"
For me, this method has proved very useful. Let me know how it works out for you.

Hey MkCoy :) I'm doing fine.. um I saw your comment on my blog but I couldn't find the post you commented on! What were you talking about writing a review of your blog and promoting it? Which website were you referring to?

Definitely a user of the NoDoFollow plugin, makes life a whole lot easier. I still do my best (or attempt to!) when commenting regardless, but it is nice when I know the person "cares about me" enough to give me a bit of that link love back. You blogger blog is an exception to most rules out there, so thank you!
although this may be too late for commenting, but these tips are very useful for me for building my page rank, thanks a lot.
